Sputnik - The head of Lukoil, Russia's oil-producing giant, Vagit Alekperov said he expects to sign contracts with Iran to develop the country's oil fields in 3-4 months. These are the oil fields of Mansuri and Shanguleh, the development of which the National Iranian Oil Company (NIOC) announced a tender in the summer of 2017.
Lukoil has presented Iran withits plan forthe development ofthe Mansuri project. But onpar withthat Iran is also taking intoconsideration the plan submitted bythe Indonesian firm Pertamina, which has also applied forthe tender todevelop this field.
What are the chances ofLukoil winning the tender? What will these contracts be like: unilateral or withthe creation ofconsortium, and what benefit could the Russian oil giant receive fromthese projects? Sputnik discussed the issue withOmid Shukri Kalehsar, an Iranian independent expert onenergy security fromWashington.
According tohis estimates,Lukoilis the favorite towin the tender, butthe potential threat ofthe breakdown ofall oil contracts is coming fromthe possibility ofUS withdrawal fromthe Iran nuclear deal.
Last August, Lukoil presented Iran witha project todevelop the Mansuri oil field withthe goal that inMarch 2018 the parties would sign the final version ofthe agreement, Kalehsar explained.
According tothe expert, duringthe meeting, Alekperov expressed interest inthe development ofthe Iranian energy sector and noted the priority ofinvestments inthe development ofoil fields inthe country. Given the total volumes ofIranian oil, Alekperov said that the company would not be able towork onall Iranian oil fields, only concentrating ontwo ofthem the Mansuri and the Abe Teimur fields. Both oil fields are located inKhuzestan province inwest-central Iran.
According topreliminary calculations, the minimum amount ofoil inthe Abe Teimur field is 15 billion barrels. One-day production fromthe Bangestan oil well amounts to60,000 barrels.
Iran is expected tofind many foreign investors forthe development ofits oil and gas fields. At present, contracts have been signed forthe development ofthe 11th phase ofSouth Pars (The South Pars gas field is the largest inthe world, withreserves of14 trillion cubic meters ofgas and 18 billion barrels ofgas condensate, which is 8% ofthe world's total reserves) withFrance's Total and China's CNPC, aswell asa contract forthe re-development ofthe Aban and Paydare Qarb oil fields withthe Russian company Zarubezhneft. If a contract is signed todevelop the Mansuri and Shanguleh fields, it will be the first serious contract withforeign companies this year, Kalehsar said.
According toKalehsar, Iran needs foreign investment tosearch and increase the production potential ofits oil and gas fields, sincethe production capacity ofIranian oil wells annually falls by8%.
Russian companies are actively working inIraq's energy industry. Gazprom is seeking toexpand its presence inthe Mediterranean region and invest inthe oil and gas industry ofthis region, take part ingas production and transportation inthis region, according tothe expert.
TheIranian National OilCompany has reported that aftertaking intoconsideration the previously submitted proposals forthe development oftwo ofits fields, it has been decided toaccept the Indonesian firm Pertaminas proposal. Although no official reports have been received fromIran's Ministry ofPetroleum the Indonesian company recently reported that it had been provided with80% ofthe package forthe development ofthe Mansuri field, while the remaining 20% belongs tothe Iranian side, accordingly, Lukoil will not participate inthe development ofthis field.
As forthe Shanguleh field, Lukoils role is still unknown. In addition, according tothe expert, inthe event ofthe US withdrawing fromthe JCPOA, the issue ofthe development ofthe Bangestan oil well will arise. If the events develop this way, the Indonesian company will have todecide whether tocontinue its activities inIran underAmerican sanctions or toabandon their interests inIran infavor ofpromoting cooperation withthe US energy sector.
If the US does not withdraw fromthe JCPOA, and the possibility oftheir withdrawal has recently increased significantly due tothe changing situation inthe country, and unless new sanctions are introduced againstIran's energy sector and those who want toinvest init, the role ofRussian companies invarious areas ofthe oil and gas sector may increase, Kalehsar noted.
Do not forget that duringthe sanctions, Russian companies left the oil and gas industry ofIran. If Russian companies have projects withUS companies inthe US or joint projects withthis country, we need tosee towhat extent they will oppose pressure and sanctions againstIran, and whether they will prefer their interests inIran's industry toUS markets.
The impact ofUS sanctions onIran's energy sector, aswell ason the participation ofRussian or Chinese companies inthis sector will be known inthe nearfuture, Kalehsar concluded.
