US will walk out of nuke treaty again if Iran agrees to new deal - Scholar

Sputnik - Six months after Donald Trump announced the US withdrawal from the 2015 nuclear deal with Iran, Washington is proposing to sign a new agreement with Tehran.

The US is ready togive a whole lot tosign a new treaty withIran that would take intoaccount all ofWashingtons concerns, including Tehrans missile program, the US Special Representative forIran Brian Hook said.

It is not the first time that Washington has invited Iran toconclude a new treaty sinceit walked outof the 2015 nuclear deal withTehran.

Tehran insists that it wont ink a new agreement withthe US afterWashingtons mistake ofwithdrawing fromthe Joint Comprehensive Plan ofAction (JCPOA).

In his address tothe 73rd session ofthe UN General Assembly inSeptember, Iranian President Hassan Rouhani said that Tehran would agree tonegotiate withthe US butonly if Washington changed its attitude towardsthe Islamic Republic.

In an interview withSputnik Persian, Iranian political observer Ali Reza Rezakhah and a Tehran University expert inUS affairs, Mohammad Marandi, spoke aboutthe terms onwhich Tehran would be ready tosign a new accord withWashington.

According toDr. Rezakhah, signing a new a new agreement withthe US made no sense asWashingtons departure fromthe JCPOA showed everyone that it cant be trusted.
Statements alone are not enough, because the US has repeatedly declared its intention ofconcluding a new treaty withIran. Singing a new treaty withthe United States makes no sense. This is logical too because one can conclude a new agreement only withsomeone who fulfills his obligations. This means that we need tobe confident aboutwhat the United States is saying, Reza Rezakhah said.

He added that there werent any guarantees that the US would fulfill its obligations undera new treaty.

It unilaterally withdrew fromthe JCPOA treaty, violating all its international obligations. Neither Iran nor any other country can agree tosign a treaty withthe United States, sincethey (the United States) do not honor their obligations. When speaking atthe UN General Assembly, President Hassan Rouhani stated that Iran is ready tonegotiate, provided that the United States takes the first step byadhering tothe JCPOA.

Mohammad Marandi flatly ruled outany new agreement withthe US.

It will not happen. Iran will not sign a new agreement withthe United States or re-negotiate withit. With the JCPOA inplace, what new agreement can we talk about? If the Americans do not understand this, then they know the Iranians even worse thanwe could have imagined.

According tohim, byviolating the JCPOA the US proved that it cant live upto its commitments.
Tomorrow we will conclude an agreement withthe United States, and they will walk outof it again. This defies logic, Dr. Marandi argued.

Even if Iran agrees tonegotiate (a new agreement), the United States will take this asa sign ofits pressure having worked and will ramp it upeven more, Marandi continued.

Iran would agree tonegotiate withthe US only if Washington returns tothe JCPOA and negotiates withinits framework, Mohammad Marandi concluded.

In May, President Donald Trump said he was withdrawing the US fromthe 2015 nuclear agreement withTehran and promised toimpose the highest level ofsanctions onthe countrys energy petrochemical and financial sectors despiteobjections fromEurope aswell asRussia and China the other parties tothe deal, known asthe Joint Comprehensive Plan ofAction (JCPOA).

Washington has also warned countries tostop buying Iranian oil starting fromNovember 4 and threatened touse sanctions againstthose who do not.

The first wave ofUS sanctions onIran took effect onAugust 6, targeting the countrys automotive sector, trade ingold, and other vital metals.

The remaining sanctions will come intoeffect onNovember 4, targeting Tehrans energy sector, petroleum-based transactions, and transactions withIrans Central Bank.
