MOCSOW, December 20 (Sputnik) The US torture practices may be brought todiscussion atthe UN Human Rights Council (UNHRC), Russian Permanent Representative tothe UN Vitaly Churkin said.I am sure it will be raised, because we have [UN] Convention Against Torture, and a special rapporteur, Churkin told reporters Friday.
The Russian diplomat added that the UNHRC has a unique mechanism ensuring that all UN members agree toconduct a comprehensive review ofhuman rights records intheir countries.
Last week, Russian Human Rights Commissioner Konstantin Dolgov said that the US torture practices were another evidence ofgross human rights violations bythe US authorities, and urged tobring responsible parties tojustice.On December 9, the US Senate Select Committee onIntelligence issued an executive summary ofthe report, featuring investigation details intothe CIA interrogation techniques applied toalleged al-Qaeda members. The report describes a wide range ofCIA torture practices, such aswaterboarding, mock executions, prolonged sleep deprivation, threat ofsexual abuse, threats againstfamily and other tactics.
The revelation ofabusive practices has caused international outrage, withthe right groups, including UN experts, calling forprosecution ofthose responsible forthe abusive practices. However, US President Barack Obama and the US Department ofJustice found that the CIA officers who had carried outinterrogations should not be prosecuted, according tothe White House spokesperson.
