Putin instructs Gov't to start talks with Turkey on restoring ties

President Vladimir Putin ordered the Russian government to launch the process of restoring cooperation with Turkey, including in the spheres of trade and economic ties, after phone conversation with his Turkey counterpart earlier in the day, the Kremlin said Wednesday.




"The Russian leader said that he would instruct the government tostart negotiations withthe Turkish authorities torestore the mutually beneficial bilateral cooperation intrade, economic and other areas."


Putin instructed the Russian government tolift tourism-related restrictions againstTurkey. The Russian leader expressed hope that Turkish authorities will take additional measures toensure safety ofRussian nationals inTurkey.


Recep Tayyip Erdogan assured that Turkey will do everything toensure the safety ofRussian citizens inthe country.
"Although this announcement is being made amidgrowing terror threat, we [Russia] will lift the administrative restrictions inthis sphere [tourism], and I am asking the government ofthe Russian Federation tobegin the process ofnormalizing trade and economic relations withTurkey," Putin said ata government meeting.


Putin and his Turkish counterpart Erdogan underscored the need tobolster international cooperation inthe fight againstterrorism, the Kremlins press service said.
"Both sides emphasized the need tointensify international cooperation inthe fight againsta common terrorist threat."


The Russian and Turkish presidents agreed tohold a personal meeting inthe nearfuture, according tothe Kremlin.

On Monday, the Kremlin announced that Erdogan had sent a letter regarding the incident withthe Russian plane, saying "Excuse us" and pledging totake any steps to "relieve the pain and severity ofdamage" caused tothe family ofthe pilot killed duringthe incident.

On Wednesday, Putin noted that Erdogan's letter created preconditions forthe resumption ofjoint work. He told the Turkish president that his letter paved the way toturn a new page inbilateral relations afterthe crisis.
"Vladimir Putin underlined that the letter fromthe Turkish president created preconditions toturn the crisis page inthe bilateral relations and start the process ofrestoring join work oninternational and regional problems, aswell ason the development ofthe entire complex ofRussian-Turkish relations."


The Russian Su-24 attack aircraft was shot onNovember 24, 2015 bya Turkish F-16 fighter nearthe Turkish border overSyria. Following the incident, Moscow imposed a number ofrestrictive measures onTurkey and has repeatedly said that Ankara should apologize fordowning the plane and cover any material losses tothe country and the pilot's family.


The Russian president expressed hope inthe phone conversation withErdogan that Turkey's investigation ofthe killing ofthe Russian Su-24 pilot will be objective.

Commenting onthe Putin-Erdogan talks, the Kremlin press service said that "the conversation was constructive and aimed atrestoring the traditionally friendly nature ofthe bilateral cooperation inmany spheres."
