According to the UN mission, the anti-government elements remain responsible for 60 percent of the civilian casualties.
Shamkhani also stressed the importance of improving comprehensive and strategic cooperation between Tehran and Kabul and holding regular negotiations on security issues.
Iran and Afghanistan must adopt strategies to establish sustainable security along their commonborderand fight terrorism, he said.
The senior Iranian official expressed the Islamic Republics readiness to draw up common strategies with Afghanistan in politics, security, economy and border issues and said security in border areas would play a prominentrole in developing theeconomyandinfrastructureof the region, increasing trade exchanges and decreasing drug trafficking.
