Oil rigs only taste of things to come in Russian-Iranian economic cooperation

Over the weekend, Russia signed a deal with Iran to build $1 billion worth of offshore drilling rigs. Speaking to Sputnik, a Russian Iran expert and officials from the Russian and Iranian firms involved in the oil rigs deal commented on the prospects for Russian-Iranian economic cooperation, which in their words, is only just beginning.

On Saturday, Iranian and Russian media reported that Russia's Krasnye Barrikady Shipyard had signed a $1 billion deal withIran's Tasdid Offshore Development Company, part ofSadid Industrial Group, tobuild five offshore drilling rigs foruse inthe Persian Gulf.

Under the deal, the rigs' components, tobe built inRussia's Astrakhan region, will be shipped tothe southwestern Iranian city ofKhorramshahr, where they will be assembled withthe help ofRussian experts beforebeing deployed inthe Gulf. Iranian specialists are expected toparticipate inthe rigs' construction. The rigs are expected tobe built overthe next two years.

Commenting onthe growing cooperation betweenthe two countries, Russian Middle East specialist Vladimir Sazhin told Sputnik that sincethe signing ofthe Iranian nuclear deal inJuly 2015, Tehran has quickly become a key player inregional and even global politics, and an economic powerhouse toboot.

Accordingly, Russia is interested inthe development ofa long-term partnership withTehran, and inas short a timeframe aspossible. The ties, Sazhin said, must be made firm enough tobe able towithstand any political fluctuations ineither country and inthe region asa whole.

In early August, the presidents ofRussia, Iran and Azerbaijan met inBaku. A great deal oftime was devoted tocooperation inthe oil and gas sector, withVladimir Putin and Hasan Rouhani specifically commenting onthe 'special impetus' that had been given tothe development ofrelations inthis sector.

As a result, several weeks later, Russia's Krasnye Barrikady Shipyard and Iran's Sadid Industrial Group signed a contract onthe creation ofoffshore oil rigs. The contract has quickly grown tobecome amongthe largest economic projects agreed tobetween Moscow and Tehran sincethe signing ofthe Iran nuclear deal and the lifting ofinternational sanctions againstTehran last year.

Speaking toSputnik aboutthe deal, Krasnye Barrikady deputy general director Viktor Nikolaev pointed outthat the Russian shipyard has maintained warm relations withthe Sadid Group forquite a long time beforethe deal was actually reached. It was the Iranian company that sought outKrasnye Barrikady, "when they were looking forthe opportunity tobuild floating drilling rigs inthe Persian Gulf," the company official said. Having toured several other Russian shipyards, Sadid settled onthe Astrakhan company. "And their decision is easy toexplain," Nikolaev explained. "Our enterprise has built 12 floating drilling rigs, 8 ofthem inthe Caspian Sea, forAzerbaijan, 2 inthe Black Sea, onUkraine's request, and one for [Russia's] Lukoil, located inthe Caspian and successfully exploring and producing oil since1995. Several years ago, we completed a floating drilling rig forthe Chinese company Yantai CIMC Raffles, operating inthe Caspian. In other words, we have a great deal ofexperience."

Sadid Group officially approached Krasnye Barrikady inDecember 2015, ata Russian industrial exhibition inTehran. It was there, Nikolaev said, that the two companies signed a memorandum exploring the possibility ofbuilding the rigs. Each platform is expected tocost around $200 million, which, asNikolaev pointed out, was a fair price forrigs ofthis kind. But the Iranian side is attracted tomore thanjust the cost ofthe project. Speaking toSputnik, Sadid Industrial Group deputy director Amir Hossein Kaveh explained that the quality ofthe platforms and the contractor used fortheir assembly was also an important issue. "Our company is the largest industrial holding inIran.

We have been inbusiness forover 50 years, and have carried outa wide variety ofgovernment projects. Our holding includes 10 ofthe largest enterprises specializing inpipes and sections, wind turbines and generators, pumps and new forms ofenergy." Kaveh explained that afterreceiving the state order tobuild the new rigs, Tasdid, a member ofthe Sadid Group, would consider companies fromseveral countries forthe construction and assembly ofthe platforms. "In the course ofthe search, the Krasnye Barrikady shipyard attracted special attention, given its rich and, most importantly, successful experience inthe industry comprising overa hundred years, and its specialization inbuilding vessels, jack-up drilling rigs, support blocks, and fixed drilling platforms."

Ultimately, Kaveh said that he expects the remaining nuances ofthe deal tobe ironed outwithin the next two months, afterwhich the two companies begin actual construction. Under the deal, Iran will receive not only the rigs themselves, butthe technologies associated withtheir construction. Accordingly, the official suggested that the contract withthe drilling rigs was one more sign demonstrating the long-term strategic character ofRussian-Iranian cooperation. Broadly speaking, he noted, "one ofthe long-term objectives asfar asIran's economy is concerned is tosee the largest industrial enterprises fromour country become engaged incooperation withmajor Russian companies and enterprises, accompanied bythe conclusion ofa wide variety ofagreements and contracts. Russia, atthe highest political level, has also shown an interest inthis. And hopefully, this mutual interest will soon enter the phase ofpractical implementation."

In the next 2-3 months, representatives fromdozens ofIranian companies are expected tomake a working visit toRussia. "Taking intoaccount the agreements which have already been reached bythe heads ofthe Central Banks ofour countries onproviding financial support fora number ofprojects, we should see the implementation ofthese projects inthe nearfuture," Kaveh concluded.
Last month, Iranian Ambassador toRussia Mehdi Sanai pointed outthat Russia and Iran have already inked contracts oneconomic cooperation worth a total of $40 billion. This, according tothe ambassador, includes "six new reactors atthe Beshehr plant," (with the contracts already signed and funds allocated for two ofthem).

"In addition, Russia will be building four thermal power plants inIran, and upgrading existing ones, and an agreement has been reached onrailways. Other agreements cover a wide range ofareas, including industry, mining, aerospace, heavy and light automotive, aeronautics, oil and gas, petrochemicals, agriculture, etc."
